Expression without Repercussions

As of recently I’ve had some things that pertain to work that I’d like to address in one or two methods:

Address them with my Store Manager

or

Address them with my District Manager

I’m just weighing in all thoughts of the words I choose because I want my point to come across clear, but without a response that hurts or threatens my employment. Should I even be fretting over the matter? One should be allowed to voice their opinion, but nowadays  that alone, no matter how respectfully express yourself, can end in a disaster.

Any managers out there with positive feedback of this dilemma on how an employee could views of work related topics without receiving hostile repercussions?
